Two rails,
one runtime.

The split is the point. Operational expenses live on the operational rail. Long-horizon ecosystem alignment lives on the ownership rail. They don’t compete for the same disbursement decisions; they don’t pressure the same economic surface; and the system doesn’t have to sell long-horizon alignment to pay this month’s compute bill.
